In the year of 2016, the Left Democratic Front has took the reins of Kerala Government by assuring a people centric and efficient Civil Service. That Government possessed a clear vision on utilization of technological leap for the fruitful transformation of Civil service. The time bound disposal of petitions by public is a supreme concern in people centric Civil Service.
Against this backdrop, the erstwhile LDF Government has composed the CMO portal by consolidating then existed grievance redressal systems. The portal mainly considers either the petitions which remain unresolved for a long term before the concerned officers of hierarchically lower offices or the applications in which those offices can’t make a decision. The Primary concern of the CMO portal is to hand over the received petition to the concerned officer in no time. It is assured that proper expedition has been made on the matters mentioned in the petition and the petitioner gets informed accordingly. The Office of the Chief Minister can make a full length scrutiny from beginning to the conclusion stage of the petition.
The important Government establishments including the Government offices, Public sector units, Semi Government undertakings, Universities, Commissions etc. are integral parts of CMO portal nexus. The total number of such offices mounts to a figure nearing 10,000.
Transparency of civil service is as much important as efficiency and momentum. It is ensured that each and every petition is expedited thoroughly. The status of the petitions can be attained through different manners such as SMS, Online manner and through Toll Free number 1076.
When the petition gets disposed it is ensured that the petitioner gets a detailed reply. Tenure of 2 weeks is allowed to dispose the petition. If it needs more time for disposal, petitioner will get a comprehensive interim reply. The Department Secretaries and Directors are entrusted to ensure the disposal of petitions in a time bound manner. It is also ensured that the petitions are scrutinized at the appropriate levels.
Thus the CMO portal ensures a transparent scrutiny and appropriate decision in each and every petition received, by which we are advancing to a more people centric and efficient Civil Service.
